Andrew Borene is the designated Civil Liberties, Privacy & Transparency Officer for the National Counterintelligence and Security Center (NCSC). An executive in the Office of the Director of National Intelligence (ODNI), an attorney, and a Certified Information Security Systems Professional (CISSP), Andrew has more than 20 years of experience in intelligence, operations, cybersecurity, and investigations. He also has private sector senior executive experience leading advanced technology, high risk, and rapid growth initiatives within Fortune 100 companies and as turnaround CEO of a publicly-held encryption development company. He has been a Senior Advisor to the Director of the Intelligence Advanced Research Projects Activity (IARPA), an Associate Deputy General Counsel at the Pentagon, and an advisor to Central Intelligence Agency (CIA) leadership. He is a former U.S. Marine intelligence officer and Iraq veteran. Andrew holds a JD from the University of Minnesota Law School and a BA in Economics from Macalester College.
