Key Characteristics of a Valid Unsolicited Proposal

1. Innovation and Uniqueness: Your proposal should offer something new and different from existing solutions.

2. Independent Development: It should be created independently, without direct government supervision or involvement.

3. Detailed and Informative: Provide enough detail to demonstrate that your proposal can significantly benefit the agency’s mission.

4. Originality: It should not be an advance proposal for a known requirement that could be acquired through competitive methods.

5. Relevance: Ensure it does not address a previously published requirement.
